PURPOSE OF POSITION
The Program Manager is responsible for administering and overseeing the operational facets of HCC’s Prevention, Education and Harm Reduction programs, ensuring a seamless integration of services. The Program Manager develops program assessment protocol for improvement and evaluation. The Program Manager will act as a liaison between the Director of Programs and the HCC’s Leadership.
RESPONSIBILITIES:
The major responsibility of this position includes, but are not limited to:
- Provide leadership, guidance, direction, and supervision to all staff to ensure accurate and timely completion of deliverables, targets, and benchmarks.
- Ensure and maintain all regulatory agency standards are in compliance.
- Understand all aspects of contract requirements and communicate this understanding to staff.
- Responsible for the overall procurement of equipment and supplies for programs and staff at assigned locations.
- Plan, interpret all policies and procedures for staff; ensure implementation of all policies and procedures.
- Plan and organize program activities to maximize program contract's goals and performance targets as outlined.
- Facilitate interdepartmental communication and conduct regular staff/departmental meetings.
- Set realistic weekly and monthly performance goals in accordance with contract requirements with reporting staff.
- Ensure accurate and timely reporting and statistical information for both HCC management and regulatory agencies.
- Review the analysis of program and demographic client data to make programmatic improvements.
- Connect with community leaders to build connections, gain support and troubleshoot issues/concerns.
- Conduct periodic internal file review and implement Quality Assurance measures as needed to ensure quality service delivery to clients (i.e.-address and investigate client complaints).
- Evaluate and assess programs strengths and weakness and makes recommendations for improvement to the Director of Programs.
- Regularly communicates with management regarding the program’s status and organize onsite and offsite training opportunities for the professional development of staff.
- Develop and implement crisis prevention and/or intervention strategies to ensure a safe and secure environment.
- Troubleshoot client and direct reporting staff program problems, and make decisions in accordance with program policies, procedures, and protocols.
- Aid and follow-up in regard to critical incidents with clients.
- Report all incidents that may subject HCC to liability to the Director of Programs.
- Tasks may be modified, expanded, and/or assigned over time.
EDUCATION
- Bachelor’s Degree or higher in Human Services or related field
QUALIFICATIONS:
- Minimum three (3) years of experience in program management.
- 5 years of experience with special needs population (mental illness, substance abuse, HIV, etc.)
- Ablility to travel to different locations each day.
- Experience in staff training and development.
- Experience supervising staff throughout multiple locations.
- Strong leadership, excellent organizational and communication skillsAbility to work with a strong team of professionals in a culturally diverse environment.
- Ability to multitask and to work and function under pressure.
- Excellent verbal and written communication skills.
- Sound interpersonal skills and ability to relate to and speak effectively with a variety of people.
- Sound business judgment, analytical skills and attention to detail and accuracy.
- Strong organizational skills, detail oriented, and ability to solve problems as they arise.
- Proficient with Microsoft Suite Applications: Excel, Word, PowerPoint, Outlook, and Teams
- Possess a strong ability to manage one’s own time, prioritize tasks, and be self-directed and able to work independently.
- High level management and leadership skills.
- Teamwork and motivational skills.
ADDITIONAL QUALIFICATIONS:
- A valid NYS driver’s license.
- Work experience with LGBTQ and unhoused individuals in a social service setting.
- Experience in community based social service settings, social work, counseling, public health or other health education.
- MSW highly preferred
Compensation: $65,000.00 - $75,000.00 per year
